New Build Graphics Card is Not Working

I just built a brand new system and my graphics card seems to not be working. When I turn the power on the fans on the graphics card spins for a second or two then stops. There is also no display on the monitor. Everything else turns on and runs just fine. Everything is plugged in correctly so I don’t know what the problem is.

Specs:
GPU: GIGABYTE Radeon HD 7850 1GB 256-bit
CPU: AMD Phenom II X4 965 Black Edition
HDD: Seagate Barracuda 1TB
MOBO: GIGABYTE GA-970A-D3 AM3+ AMD 970 SATA 6Gb/s USB 3.0 ATX
Memory: G.SKILL Ripjaws Series 8GB (2 x 4GB) 240-Pin DDR3
Power: Thermaltake TR2 RX 650W
 
Take your GPU out and insert it back into the PCIE slot again. Make sure you have the 6 (8) pin power connector from your PSU plugged into the GPU. The cable should say PCIE on it. Make sure you have the cable from your monitor plugged into the GPU and not into the slot up by the usb connections on your IO shield.
 
Try powering it with a better quality power supply unit.

Your Thermaltake TR2 RX 650W is made by HEC Group. Those models produce high levels of electrical ripple that will cause erratic system behavior. High levels of ripple will eventually destroy the electrolytic capacitors on your motherboard and graphics card.
 
I think Aven is right on be sure the card is properly seated, and be sure you have the power cables marked PCIE plugged into the VGA card. As Aven says be sure your monitor cable is plugged into the VGA card and not into the Motherboard Monitor connector. When you plug a VGA card in normally these are turned off automatically. I might suggest going into the BIOS and set the Graphics start-up to PEG, instead of auto. Overall I think Aven answer was right on. I've sold many TT power supplies and never had an issue with them and use a 650 in my own computer since 2006/2007. I've never had a motherboard or VGA card fail though I have upgraded both and kept the same power supply.

I made sure that the GPU is propery seated in the Motherboard, and I made sure that the PCIE cable is plugged into the GPU. And the motherboard does not have intergrated graphics, so the only thing to plug the monitor in is the GPU.

The fans in the GPU spin for a second then stop spinning and the monitor says theirs no signal from the computer, so I'm not sure if it's the power supply or the GPU.
