USB Installation Problem

Recently my desktop PC got stuck on Windows Repair loop in a whole new way. Repair startup now loads files but it just loops back to boot screen which is repair bootup or start windows normally. And Start Windows Normally just crashes and restarts the computer. Can't run Safe Mode or anything else. So I decided to format my pc and start a new.

Yesterday I tried creating Windows 7 Professional 64bit USB install disk with my laptop, Windows 8 Single Language 64bit. I didn't realize it at first but Windows USB/DVD download tool gave an error which was saying;
" Status: Files copied Successfully. However, we were unable to run bootsect to make the USB device boot-able. If you need assistance etc etc...."
I just plugged the USB to my Desktop and tried to install but after Windows is Loading Files screen it gave en error; Windows failed to start. A recent hardware or software change might be the cause etc etc. 0xc0000225 (I have searched for solution online, didn't get any results.).

Most of the guides were just telling me to open up CMD and "bootsect.exe /nt60", When i try that on my laptop It says; "This tool can only be run on systems booted using a pc/at bios. This system was booted using EFI or some other firmware type. " Even though I'm screaming in my head that "This is not the pc I'm going to install, this has to be a joke."

I've been searching for 2 days now and all I found is some BOTs filling up the forums with useless guides. 5 Different forums Same nickname asking same question and answer comes from same nickname + same 6 other people telling that solution worked.

So Far:
Changing AHCI, RAID and IDE on my desktop doesn't change anything.
Load Setup Defaults on Desktop Bios Doesn't work.
Removed all the HDD's on Desktop still windows setup doesn't run.
Tried using Windows USB/DVD Download Tool
Tried using WintoFlash
I have a Windows 7 Professional 64bit DVD I created a ISO from it, loaded iso to Windows 7 USB/DVD download tool. Transfered Setup files with WintoFlash directly from DVD to USB.
My DVD drive is not working and I don't want to buy one just to install windows, anyone can direct me to a solution, or have a better way to create a usb install disk?
Just a reminder I will be using windows 8 single language 64bit on a laptop to create a Windows 7 64bit professional install usb. If it changes anything...
