Supported memory for upcoming Haswell

I am researching components for my next build with Haswell processors. I noted that upcoming motherboards such as z87 still support memory up to 1600 and everything above comes with "O.C" mark. So what should be overclocked in order to use lets say 2666 MHz memory? Also why the numbers such as Timing 11-13-13-35 increase with speed and not decrease? If I have no plans to overclock the processor, will the increased memory improve performance? My curent build has Corsair Vengeance 16 Gb at 1600 MHz on 3770K. Should I wait for new motherboards release to see what memory it lists as supported (I know it will not list anything above 1600 without OC mark). What gets overclocked with 2666 MHz units? Thank you.

May be I should reword the question. I want to know if memory above 1600 needs any action from the user to get benefit of extra speed. Somebody posted something about setting the RAM frequency to 933MHZ in the BIOS in another thread. More on this, please?
