PC shuts down, but won't power down

As title says, newly built system is giving me problems when I shut down. It shuts down fine from windows, but the graphics turn off before rest of the machine and it's left in a state of limbo where it won't power down. LED fans remain on and light my whole room while I try to sleep. the only way to turn it off is to flip main power switch or "suffocate it" (hold power button). Any ideas?


Specs:
Intel i5-3570k
Asus P8Z77-V LE PLUS
Corsair CX750W PSU
G.Skill Ripjaws 1600 8GB (2x 4GB)
EVGA 650Ti Boost Supclocked 1GB
Rosewill BlackHawk Case

For anyone in the future that comes across this, I did find the answer (for my system)

It turns out windows update was disabled and wouldn't turn on at all. So I had to create a new folder for windows backup, not sure how I did this (it's been about a week). You can google it and find it, sorry. After rebooting, windows installed the service pack and updates automatically. After that it works perfectly. Hope it helps.
