CPU offset voltage not working properly...?

Hello!

I'm trying to achieve a stable "max" overclock on a fx-6100 with a scythe ninja 3 cooler, at moment running 4.0 but trying to achieve 4.4, the problem is, i set the offset voltage to + 0.18xxx ( cant remember excact ) and i start the pc, CPUId shows "idle" voltage and its 1.44-1.48, but when i start occt/prime the voltage drops down to 1.38-1.404 and causes my pc to crash..

some help here, i would appreciate it :) .

And when i use manual voltage and set it for example 1.5, idles @ 1.45-1.5 and under load 1.4-1.42
