USB Flash Drive has "sticky" drive letter

Trying to use a USB FLash Drive (Crucial 16GB) on my networked desktop PC (32bit Win XP) at work. PC has several virtual drives (F: , G:, J:, P:, etc) on the network. If I insert the flash drive before starting the PC, the flash drive appears as F: and the F: network drive is not available. If I insert the flash drive after starting Windows, the F: network drive is available, but the flash drive isn't assigned a drive letter . Windows knows there is a USB device inserted, but why won't XP assign another drive letter to the flash drive? There are plenty of letters available.
