My build will be:
Intel i7 3770k
Asrock extreme 4
Amd radeon 7870 xt
8gb (2x4gb) corsair vengeance
Seasonic s12ii 620w bronze

Can the psu handle it?
And if I try to OC it will it be enough?

The Radeon HD 7870 XT has a maximum power draw of 185W. AMD recommends a PSU of at least 500W. The GPU itself requires a PSU with two 6-pin PCIe power connectors and a minimum of 16 amps current rating on the +!2V rail. Your Seasonic PSU has one 6-pin PCIe power connector, one (6+2)-pin PCIe power connector, and a 48 amps current rating on the +12V rail. That leaves 32 amps for OC if you want.

Your CPU takes up 77W. About the same for your motherboard. Everything else is negligible but let's be lenient and say about the same. So your entire system take up less than 423W without OC. And so even with max OC on your 7870 XT, 620W will be sufficient.
