Desktop and Metro Last Light Artifacts

I recently upgraded to a Gigabyte GTX 680 replacing my Gigabyte SOC 470 which died on me. After installation, the PC booted up fine with no flaws. Games ran smoothly with all the eye candy turned on. A couple days after, I find that there are horrible hatch mark like artifacts all over my desktop. I had no clue what would be causing the issue. Running a 3d intense program or game usually solves the issues until a cold boot. With the release of Metro Last Light another problem has appeared. The same hatch marks appear in Metro Last Light with any sort of settings, from lowest to highest. I'm honestly stumped. I don't want to say it's the graphics card or my power supply as it should apparent in other games that would require a lot of power. Any help would be appreciated!

Those hatch marks move around and alternate appearance on screen until said temp fix in place.

Edit: I tried with 320, and 320.14 or whatever the Last Light drivers are. I also rolled back to recommended to no avail. I checked the temps of my cpu and graphics card. They were normal.
 
Hmm, is this with the new beta driver? Also have you taken a look at there article on graphic settings with Last Light on Nvidia's page. They have SSAO set to 2x the game isn't max about able per say with Physx yet.

I have a Gigabyte Windforce 3 GTX670OC and have had no issues yet. Well I had my game crash once which was rather annoying it caused my system to hang but I rebooted and was back in action.
