Cannot boot Toshiba laptop from CD. F12 ect not working.

I am trying to do a system wipe and install Windows 7. Trying to boot my Toshiba satellite laptop using the CD. I have pressed F12/F8/F2 to try to get to the boot option menu, but all I get is a red menu with white writing that doesn't give me the boot from CD/DVD ect options.

If you can't get to the restore partition via f8, a few Toshiba's use 0 (That's zero) instead. Turn the computer off. Turn it on, and hold 0 down.

is not correct:
Turn the computer off. Hold 0 down and Turn it on.

Only this worked for me !

0 had no function for me, when holding it before the computer was turned on.
However holding 0 after the computer was turned on stopped the computer from loading, when you the Toshiba, display screen.

This still doesnt resolve the problem for me.

I was able to gain access to the boot menum after removing my hard drive
