Why do I get 60FPS in all games but GTA IV?

Skyrim, JC2, MW3, Bioshock Infinite, all give me 60FPS maxed out, however, GTA IV gives me around 25-30 average! Are there any suggestions on how I could fix this? Would OCing help at all?

Build:
Seasonic 620W PSU
FX-6300
HD 7950
Biostar A880GZ+ Mobo
8GB DDR3 RAM (However, I'm currently running a 32bit, due to 64 being on my old hard drive, and I only had a 32 bit disc laying around.)

If you have any suggestions, please tell me :) Thanks! I really just got into GTA and it's disappointing that it's not running too well!

Buy a second 7950, or a titan?
There isn't really a way to get better FPS without overclocking or buying better hardware. Your fps might be a little laggy but should still be fairly playable at 25fps. If not, turn it down from max to 1 setting lower and you will be fine. You won't notice a huge difference in quality

I'm assuming it's this, just because a 7950 is already an extremely powerful card, and every other game is fine... Also my motherboard is so bad it has only 1 pci 2.0 slot

Hell Yeah that 7950 is an extremely powerful card! (lol I own one myself).
Also, AMD drivers may not have a lot of support towards GTA IV, and GTA IV could be optimized for Nvidia hardware. Lots of possibilities, but your best bet to improve your gaming experience is lower the settings slightly, so that it isnt very noticeable and enjoy the smooth frame rates

GTA4 is a physics heavy game (cpu heavy), it may be your AMD processor slowing things down not your card. I have the same card, I have no issues getting over 60fps on GTA4.

BF3 is possibly the most cpu heavy game on 64 player maps (in my opinion), and it's never been as low as GTAIV. Well by the time you answered this it's not really an issue anymore, but thanks for your input. I'm just going to go with what most people say and leave my answer at "It's a bad port".

Though that may be true, I had nearly the same system build as he did, except that I had an i5 2500k. My game averaged 45-50fps.
