Is my gtx 670 living up to what it should be?

I recently just finished up building my first pc. I'm no expert on computers, but I want to make sure that my gtx 670 card and everything else is doing what it should. For some reason, my graphics and gaming graphics rating for my windows experience index are both 6.9. Not sure if that rating really means anything, but my friend who just built one as well has a 7.9 graphics rating with a gtx 580 graphics card. Shouldn't my rating be 7.9 as well? I also just started running fraps and while I was playing hitman absolution, I was getting about 10-25 fps on ultra and 15-30 on high settings. I feel like that's a little low and was pretty choppy on ultra at times. Or is that about right for what I have? Drivers are up to date and my graphics card is in my pci 3.0 express slot. I know it's not the best of the best, but based on benchmarks that I saw before purchasing my 670, I figured it would perform better in a game like hitman. I appreciate the help, thanks.

ASrock Z77 Extreme 6 motherboard
8gb 1600 ram (free with motherboard)
corsair ax750 PSU
Sandisk ultra plus 256 GB SSD
asus vg248qe monitor
 
I don't usually like to rely upon the Windows Experience Index, but in this case you should be at 8.0 or well above. I don't know, are both power cables connected to the card? Maybe check your core clock speeds while gaming and see if your clocks are alright.

You may have some anti-aliasing settings enabled in the Nvidia control panel which are overlapping with your ingame ones and lowering performance. Another reason why Nvidia cards might get so poor performance in this game could be related to the ambient occlusion that at high setting might actually be using HDAO, which is exclusive to Radeon cards.

Can't verify this though as I have no Nvidia GPU atm. Try see if you have some AA settings enabled in Nvidia control or try turning off ingame AA and see if the game gets all jaggy.
 
I do not give much stock in the WEI ether but you should be at 7.9 with that card. If you are running Windows 7 it will only go to 7.9 because that is the max that Windows 7 goes to so it would never show 8 or above unless you are running Windows 8.

For example my i5 3570K rig is 7.9 on all scores on Windows 7. Not booted into Windows 8 at this time but I think my graphics scores were like 8.1 8.1 or close to that. Are you running the latest drivers?

Ok so I checked my power connections. Everything is good with that. I changed avatar pic to a picture of the connections if you want to check it out. I know it's basically useless since it's so small, but I figured it cant hurt. Does it matter that I use 1 cord with 4 connectors as opposed to using multiple cords to my PSU? My guess is no it doesn't. My settings for anti-aliasing are all application controlled in my nvidia control panel. I checked out my speeds using on GPU-Z 0.7.0. On the graphics card tab it says I have a gpu clock of 1006 MHz, a memory of 1502 MHz, and a Boost of 1085 MHz. But in the sensors tab it says I have a GPU core clock of 324 Mhz and a memory clock of 162 MHz and those do not change. I got my memory used up to 1575 MB while playing hitman on ultra for a min or 2. GPU load at 99%. Not sure what is useful here, but I'll try and get 3dmark stuff for you guys later tonight.

clock speeds are of, way of that should most likely be the problem.
Consider removing the drivers reboot and install them again.

Probably misunderstood you, I checked out my speeds using on GPU-Z 0.7.0. On the graphics card tab it says I have a gpu clock of 1006 MHz, a memory of 1502 MHz, and a Boost of 1085 MHz. But in the sensors tab it says I have a GPU core clock of 324 Mhz and a memory clock of 162 MHz and those do not change.
GPU clock from 1006MHz to 324MHz and memory 1502MHz to 162MHz part is here i went awol

Yea they're still 324 using afterburner. I also updated my driver. I thought trying to install the latest through device manager would work but I found a newer driver online. Now it's version 314.22. My WEI for graphics went down to a 5.9 and gaming graphics remained the same at 6.9
 
You need to do a full uninstall of your drivers, then a clean install of the latest.
Just make sure that you are running the Afterburner monitor afterwards and then play a game to see if your core clocks get up to normal 3D speed: 1006 MHz.

If that doesn't fix the issue, then you have a defective card.
