Other than buying a new computer in the near future, I decided to slowly upgrade my current build.
Assuming the RAM and Video Card would be the best performance improving upgrades to start with. First do I replace/upgrade RAM or new Video Card. The programs that I normally have running are listed below with my build specs.

ATI Radeon HD 4350 Upgrade to HD 6450 2GB 64-bit or HD 6570 1GB 128-bit, maybe??
