Cheapest motherboard to run 4 7950's all at x16?

Solution
first of all you should have listed your system specs. for what cpu socket are you asking this board for?

second; you cannot run all pci lanes on 16x there is no board with that bandwith
plus
there is no need to try to run all of them at 16x

but... this is as cheap as it gets:
Gigabyte G1

Not to mention 4 x HD7950s will scale so bad its a waste of money in itself...

For rendering or computing? 4 HD7950s? Thats even worse... Look they have decent compute but they are not precise enough compared to Firepro and Quadros.

Besides x16 implies gaming as compute cards do not require high bandwidth whatsoever, hell you can run them on x4 in most cases.

Read the trade press about crossfire of late ?

CF'ing more than 2 cards has never been a good idea.

At present CF'ing any cards does not seem to be a good idea

As for your original question, the ASUS P9X79-E WS will support PCIe 3.0/2.0 x16 (x16 or dual x16/x16 or x16/x16/x16/x16, blue) *

PCIE-3 at x8 is plenty for today's cards, x4 though is something I wouldn't bother with.
ASUS P8Z77 WS LGA 1155 does x8 x8 x8 x8
