Can a 450 watt PSU give enough power to a FX 8350 and GTX 550 ti (O.C). My motherboard needs only a standard 24 pin and a 4 pin power cable. My PSU is not 80 plus certified...

The 620 is cheaper on newegg right now compared to the 650w for the non modular. The modular 620 and 650 is only $5 more. If going non modular get the 620. If going modular, get the 650. A little extra is nice to have for future upgrades and it isn't extremely over what you need now...

I don't recommend using a no name PSU especially if it's not 80 plus certified. And especially if you put new hardware under the hood, last thing you want is to damage your brand new CPU, motherboard, or video card. Or get instability while using the PC. Like Onus already mentioned a no name PSU will probably give you only half the power advertised.

Since your FX-8350 and GTX 550-Ti aren't too demanding power wise. I would recommend getting another 450-Watt PSU but from a known brand, like Antec, Corsair, Seasonic, etc... This way you will be sure it will give you enough "stable" power.
 
The Corsair CX series was made by CWT, not Seasonic, using some inferior Samxon capacitors known for early failure. I wouldn't say they suck, and I'd consider them for low-stress office-type builds, but I don't think I'd put one in a gamer. You can read about them on the badcaps.org forums. There's an Australian techie / reviewer named "c.hegge" who has recapped a number of them.

The 620w Seasonic I linked above is a much better power supply at same price point. Seasonic > than a CX Corsair. I have the 520w Seasonic in one of my other rigs and has done well.

Don't you think that 520w PSU from Seasonic would be enough for my rig??
