Hello, I just ordered a desktop with an older graphics card in it. I want the drivers gone and I want to remove some stuff the manafacturer put in the OS... If I reset it, not refresh it, will it remove the drivers and/or remove the files the manafacturer put in? Thanks!

Guess you won't know till you try it! Reset removes all software other than that pre-installed, which may mean software installed by the manufacturer from a System Image will remain, probably inc. drivers for the GPU. Make sure you're provided with Installation Media by the Manufacturer, you will probably be asked to insert it during Reset. Hopefully they will provide you with an OEM version of W8, which woud enable you to clean install, if not, it's impossible to download anything other than the Upgrade version. You'd be advised to create a Repair disk/drive anyway, and a System Image if one not provided.
