Is my CPU Damaged??

Ok soo.. i have a AMD FX-8350 and i am getting really weird FPS issues( like 20-2FPS in ANYGAME I PLAY. EVEN LIKE minecraft or League of legends) and all of my games are speeding up really fast.. i mean like everything my games are moving 200x faster then usual. I thought it was my GPU so i got another GPU (my video card is a sapphire 7970 boost) and the same thing happend. Then i did the same with my MOBO ( have a ASRock 990fx Extreme9) but STILL HAPPENING. I usualy have my CPU clocked to 4.6 on 1.42V but ive had this since i got it.. Last year. (cooler is H80i) and my temps never go above 60 on max load.. usual runs at 38degres C. But im thinking it could also be my PSU because i only have a 650W Bronze.. This might be the problem.. do i not have enough "JUICE" to run this? I did some online power supply calculators from a coulple of places I.E: thermalTakes
and i did all my info including my overclocks it says i have enough.. usualy says i need about 550W to about 620W. I hope u can help me.. PlEASE ... i REALLLY NEED HELP :'(
 
which power supply? 650 should be more than enough, but the quality of the psu and its 12v rails also matter, it can not send right power to certain components lower performance and heat usually also slow fps but heat doesnt seem to be an issue, maybe ur ram? run memtest86
 
I do not understand your problem. You say you are getting low FPS but then you say your games are playing 200x faster than normal. You seem to have contradicted yourself there. Have you been getting blue screens? If so then that's a pretty good sign that your RAM is bad. You have ruled out both the motherboard and the graphics card. The problem is either software related or is being caused by either your RAM, CPU, or PSU. It's not likely to be the CPU. Could be the RAM but I doubt that too. You either have a power problem or a software issue on your hands. Those are the most likely causes in my opinion.

i am getting spiky low fps ...like suppperr low.. when i said that the game is playing 200x faster i mean that everything is sped up.. like charaters moving super fast, scenery moving super fast, the character i play can basically move 100x faster then he should.. thats what i mean when i said 200x faster than normal and this happends on everygame, all the way down to the most simplest ( League of legends, subway surfers) to any high end game ( crysis 3, tomb raider, farcry3, COD)
