Weird Lag issue in both BIOS and OS

Hey Everyone,

I have a core i5 750 which I have ran at a very stable OC of 4 Ghz for the past 14 months or so. Everything is air cooled, not stock, with temps around 55C at load. Primary HD is an SSD, data\media is an SATA. MB is a Asus P7P55DPro and the power supply is a 750 Watt -- Corsair CMPSU-750TX Power Supply. The case is a Tempest EVO which has two 120MM fans on the top.

About 6 months ago 1 of those 2 fans stopped spinning so I though, no problem the fan died.

About 2-3 months ago I started to see a new symptom.. Anything that involves minimizing or maximizing a window, including booting the system, goes very slow. Once it boots I can surf the web fine but anything with video or graphics can sort of show the same lag.

So I thought, ok this has to be the video card . I was running an XFX 5850 Black Edition so I swapped that for a GeForce GTX 660 TI.

Still the same symptoms of th efan being dead and the graphics lag.

Over the past 2 days the fan that had been dead for the past 6 months started spinning without issue again. so i finally decide to dig into this a bit and go into the BIOS and I am experiencing lag in there also. it takes 2-3 seconds for any key press to register and this was never the case. Clearly it is not an OS issue and is some failing component on my hardware.

Im wondering is the PowerSupply the likely culprit here? I can grab my multimeter and take a look on the rails but if its bad I need to replace it anyway. Just looking for some theories on what is causing this issue.
