I want to sell my old pc, is there a way i can install windows 7 but skip the user creation account so that when the customer gets my pc, when they turn it on they will have to create an account but when it goes to desktop there will be a few programs there that i have installed for them

When installing Win7 it automatically creates an admin account during the final setup steps. There is no way around it. Even if you don't assign a password to it, the admin account is there. In order to install programs you need to finish the setup process first (and have admin privileges).
