.exe error after infection with FBI virus

I am unable to open user account. Everytime i switch from administrator to other user account I receive following message; C:\users\home\Documents\19991388.exe is not recognized as internal or external command

You need to disinfuct your system, and possibly repair or reload Windows.

Run COMBOFIX
Run MALWAREBYTES
Run SPYBOT
If you problem still there reinstall Win

The only way I was able to get rid of that virus was the way Mictosoft recommends and that's with a program called "Hitman Plus."
