In the task bar theres a little arrow that I can click to see all the active programs, below them it says customize. Here I can choose which active programs I want displayed in the task bar and the notifications I receive.

But there are like 8 differant icons of steam in there and only one is the "real" active one.
How do I get rid of the dead ones?

Last resort, try a reboot.

The C:/program files and C:/Program files (x86)
Are protected folders right?
If I disable UAC could I change those folders without constantly having to "allow" it?

Yes, disabling the UAC will allow these changes (and more) without the prompt.
