whats the minimum video card to even play the simplest videos??

i have this old presario b1200 with a Mobile Intel(R) 965 Express Chipset Family Card that has only 384MB of video memory. tried to play an episode of How i met your mother, and it cant even play smoothly. everytime the scene switches to another scene its like the video hardware is trying to keep up pixels distorted and all then after a while it would play smooth then same thing happens again. have installed intels graphic media accelerator that seems to have no effect. -_-

Question: is the videocard and its memory unable to handle and play such videos? (note: the file isnt even in HD, just a typical 200mb video you can download from torrents)

oh and when i checked device manager it displays 2 of the same kind in the display adapters sections. is that normal?

and do i have to update the direct x?

I dont think there is anything you can do about the lag, even my old macbook pro 2009 model lags heaps when I try watching videos online, the mac has a core 2 duo t7510 cpu 2.26ghz, 8gb ram and nvidia 9400m gpu. When I reformat the mac, it remains fast for about a month and then gets slow again. I dont think installing directx driver would change anything. It about how old the hardware has got you can reinstall windows to make it faster for a while but it would get slow again
 
I'm going to have to disagree simply because I use my laptop to play 1080p to my tv. I'm sure it was considered low end in 2007 when I got it though compared to the op it's a bit better gpu ati x1270 128mb but the cpu is around the same, amd tl56 1.8ghz. It still runs vista but has 2gb ram. Over the 6 yrs I've had it, I've only reformatted once. It's usually streaming 720p and that player uses the cpu only and offline I use vlc and default is gpu acceleration off.

i use vlc media player too (which i find the fastest and most stable player personally). my cpu usage reaches 100% at fresh boot after a while when idle the usage is down to 12-14% cpu usage. ram is fine.
when i drag a window around the screen, it shows some sort of trails like that mouse pointer trail effect, like the screen is having a hard time keeping up with what i do. some sort of slow processing of the frames.

another thing is.. when i checked the system date, the year was set to 2087! i was like what the?!
checked the bottom of the laptop and saw a retail sticker that says the machine was originally running vista, but now its on xp, see.. my sister got this laptop from her office, probly the IT guys downgraded the OS with a fake xp or something.

anyway. thank you for the help guys, im pretty confident the specs of the laptop should be fine to handle non hd videos i just dont know whats causing the crawl slow down not only in playing videos. its just on everything i do, even right clicking on the desktop takes like 7secs to see the pop up menu. i best reformat the machine right away and see if its really the hardware already.
