Cloning through USB 2.0

Hey all,
I currently have 2 internal hard drives; One is functional but very old and not running properly so I got a new one. Both are PATA. My motherboard is an Asus P7Q57-M DO and I have windows 7.

My problem is that I cannot get my computer to recognize the USB 2.0 device that I have my new HDD plugged into. During troubleshooting this problem I have updated the usb drivers, rolled them back/uninstall, tried different usb ports. I would just plug in the new HDD to the motherboard itself but my old HDD will not boot without the dvdrom drive plugged into the PATA cable. I would love some help and advice, but you must know my computer takes 30 minutes to boot up now (that's why I got the new HDD) so I will need time to adjust settings in BIOS if needed.

I Am stuck with what I got, 1 PC 2 internal HDDs. $75 for local cloning but I don't have that currently and need another solution
 
Buy a friend a six pack and use his/her laptop. I always clone drive from an offline point.

Cheaper than using the local shop, or try this:

It is not ideal because it only has 1 IDE port and 2 SATA.

IF you are technical enough, you could try to boot your system off a USB drive (if the BIOS will let you) and then the internal drives are not bound and you should be able to put your new drive on the CD PATA cable and run the clone or at least back off your date.

I carry a old 2GB usb with this on it and can boot almost any machine into its XP image, it comes with tons of utilities, I believe it has a cloning utility as well.
