New build not posting, flashing screen appears

I'm doing a new build and I have not been able to get it to post for the longest time. I've RMA'd the motherboard twice now and can still not get the system to truly post. The farthest i've gotten is a flashing screen with the ASUS logo, it will then shut off. I'm not sure what my next step should be. specs below with links to newegg

Remove the Video card, use only 1 stick of RAM in the first slot.

Plug the monitor into the OnBoard Video and try that. Try to get into the BIOS by whatever key is assigned, look at the manual.

If it is still happening... It Might either be the PSU or the CPU are faulty.
