Low gpu usage&FPS

So I've seen this kind of thread before and I haven't been able to get the answer I need. Essentially, I have a problem playing most games where my gpu seems to be under-utilized and I suffer a dramatic framerate loss during firefights/areas with high AA. For example, playing borderlands2, I get 60fps walking around, and the gpu is at about 60%, it will drop anywhere below 30fps during firefights, and gpu usage turns below 30%. I even saw it turn to 15%


My specs are:

AMD Phenom ii X4 Black Edition...OC to 3.8Ghz
XFX Radeon HD 7850...OC 1065/1300
G.Skill 8GB RAM
OCZ 750W
1TB Hard Drive@7200rpm 64mb cache

I use saphireTrixx as it's the only OC software that will allow my brand of GPU to adjust the voltage, MSI Afterburner to monitor my temps/usage in game, and AMD overdrive to adjust my CPU.
I don't see how this could be bottle-necking.. but I'm at a loss. Any input is appreciated.

there are couple things you try;

1. replace the psu, capacitors could be damaged and may not provide stable voltage output
2. be sure that you stick the gpu on 16x pci lane
3. try downclocking the cpu a bit, or raise the voltage to cpu, it may not be powered enough for your frequency set, so its performing actually less that what you want
4. try downclocking the gpu a bit, maybe its really too fast for your cpu after all (it is really unlikely tho, phenom x4 965 is a strong cpu)

well... i got nothing else in my mind...

I get a higher gpu usage on other games like Far Cry3 and it will sit steadily above 80% I don't think it's the voltage. I brought the cpu and gpu both down to stock and saw the same problem. When I start the game, I get 60fps, but during a firefight drops to 45 now, then as a low as 20fps, then stays at 45 even when I walk out into the open or face the sky.

Turns out it was the Physxx settings making it lag. I turned it to low (off) and it fixed the problem.
