I have an old AMD Athlon 64 ( 3800+ 2.4 Ghz), 1.5 Gigs of RAM, Three 32 bit PCI Slot (PCI- 2.2 Compliant), 1 AGP 8x slot. It does not have a PCI Expess Slot. Which is the best available and compatible PCI Video Card for my PC to play some basic games ?

What games? If you mean recent games then you'll better save your money to build a whole new system.
Not mean to be harsh but your system is just too weak for today's standard. Sorry buddy...

Leaving the games part aside, Is there any way to update my Computer Graphics ?

I think you can try GeForce 6200, like this:
http://www.newegg.com/Product/Product.aspx?Item=N82E168...
But even that card isn't meant for gaming reason...

If you can find used HD4670 AGP version, it would be good, not great but better than nothing.. :)
