can a power supply make graphics stutter

hi i have a problem with my pc where when gaming is stutter or feels like it is slow motion but the fps stay locked i have them locked at 60 but if unlocked they are at like 150-180 so it is not struggling this might be a stupid question but can a power supply make this happen i have read posts of power supply's making games stutter but also cut out but mine has never done this

i have
a asus motherboard (not sure which one but was a good one when i got it about 8months ago)

a gtx 650 1gb

a AMD A8 3870k black edition

8gb of ram
i know my power supply is under powered for the system not sure what it is but it says max 150w on the bottom so think it might be a 150w as it is one i salvaged from a old pc just want to know if this is going to fix my problem as i am getting ready to throw it thu the window now have tried every possible setting on the pc and all the new and old drivers and can not play as the stuttering make me feel dizzy/sick
if anyone can help me with my problem would be brilliant and if it is the power supply can some one recommend a good budget one

have had all the aa setting in control panel and in game and it does it at all high or all low graphics is there any other card you would recommend i dont want to change as it is only like 2 mouths old but if that will fix it i might

the psu was out of a very old e machines pc and yer you are right it is not a 150w it says max 250w could that be my problem
