how far can i over clock my intel i5 3570k on a AS Rock LGA1155 Intel Z77 pro 4 and will i be able to over clock my gpu with this board

oveclockings is largely dependent on the chip. Some OC well, some don't. There is no way to predict what you should be able to hit.

yep, i agree with above. also, luck plays a part when overclocking.
even if you and a friend both bought the same pc specs on the same days, the oc that each will attain would likely be different.

but to answer you yes, that board is capable of overclocking. back in the old days, cheap boards does not have options in the bios to help you do some oc'ng.
