First of all, a big thank you to anyone that takes their time to read this and help me out. It's trully appreciated. 
Approximate Purchase Date: Preferably, still for this year. xD
Budget Range: I won't set a range cuz I would like to "hear" as many opinions as possible. Just please keep in mind that I am NOT an enthusiast BUT if I am to spend a good amount of cash on this build, it better last me, at least, another 7 years like my old computer - an HP Pavilion t770.dk Desktop.
System Usage from Most to Least Important: Art programs (e.g.: Corel Painter, Photoshop, Autodesk SketchBook Pro), gaming, listening to alot of music, surfing the internet, watching movies occasionally, bad habbit of having alot of stuff opened at the same time.
Preferred Website(s) for Parts: Preferably one that could export components over to my country, keeping the warranty and the reliability of not damaging any component in the shipping cuz I'm not paying extra cash to send the item back in case it comes with a factory malfunction or damaged. For that I prefer paying the absurd prices my country is selling computer components at.

Overclocking: No.
SLI or Crossfire: No.
Monitor Resolution: I have an old 17" HP Pavilion f1723 flat screen monitor (1280 x 1024 at 60 Hz, i think?) but has already 3 or 4 dead pixels on the right side, so I'm considering on getting a new monitor, preferably a 27".
Parts Not Required: Keyboard, mouse, speakers (My speakers: Logitech Z523 2.1 Speaker System White), webcam, mic, printer.

-CPU: i7-3970X.
-CPU Cooler: Corsair H100i.
-Motherboard: Asus P9X79-Pro.
-RAM: Corsair Vengeance Normal or Low Profile. (?)

-Graphic Card: NVIDIA;
-SSD: Intel (520), Kingston (hyperX; hyperX 3K), Samsung (840 Pro; 840; 830), OCZ (Vertex 450; Vertex 4; Vertex 3; Vector), Corsair (Force Series GS Red; Neutron Series GTX), Crucial (m4), Plextor (M5 Pro Xtreme; Plextor M5 Pro);
-PSU: Antec, Corsair, Seasonic, Enermax, Thermaltake;
-Optical drives: Absolutely no idea about brands for this one but I just want a normal reader/writter. NO Blue-Ray.
-Case: Thermaltake Level 10GT Snow Edition or the UGK Edition, Special Edition Corsair Graphite Series 600T Artic White Steel, Rosewill Thor V2-White Edition, Corsair Vengeance Series C70 Arctic White Steel, Corsair Carbide 500R White, Azza Genesis 9000, CM Storm Stryker, NZXT Phantom.
-Monitor: HP ZR2740w, Dell U2711, ASUS PB278Q, feel free to drop a few more names on this one too. Try keep the models from 17'' to 27'' if you can and keep in mind I'll be using it mainly for art purpose but also doing some gaming.
-Fan Controller: No idea of what to get to this one either, gimme some reliable brands and models.
-Battery Backup (UPS): Same thing for this one, brands and models needed.
-Dust Filters: Definetly need some of those, so where can i get them?

I'm aiming for this board serie but I don't know which model to pick - the LE, Standard, Pro, Deluxe, WS or the E WS - I don't understand ANYTHING of the motherboard's specifications.[/strike]

-More 2.0 USB ports. (I guess this will depend on the case)

-Cooling is an important thing for me on this build because the computer will be used daily, for either art programs or games online, for hours and hours straight, specially on summer, where temperatures here get extremely hot and I don't possess air conditioning to lower the environment temperature of my room.
-Keep in mind I'm going to upgrade from a computer that is almost 9 years old, so what you may consider noisy, slow, bad sound quality from the board and so on, might actually be the opposite to me. xD
