Building A New System need suggestions

I am going to build a new pc and I need suggestions on the components.
i have a budget of 40000 Rs or 730 $.
Both AMD and Intel / AMD and Nvidia variants are welcome.

I might be oveclocking and it will mainly be used for gaming and some video editing and converting.
I live in India and im planning on buying online, any retailer is fine as long as they are trusted.

The major retailer is Flipkart. Another option is Primeabgb, and theitdepot is another one.

For now I will make a list using flipkart, but cabinets are not available on Flipkart, specially not good ones.

This is assuming that you are not buying a keyboard, monitor and such.

Add a case of your choice, preferebly the Cooler Master HAF 912 Combat version, or any other mid tower.

I went for an AMD build because of your budget, and even then managed to shoot it by around Rs.6000.

If you want a compromise, you can reduce the HDD to 500 GB and I can choose a lower end graphics card, preferably the HD 7770.
I chose this one because gaming and video editing is more graphics intensive rather than processor intensive. Thus a good GPU and a relatively low end processor can still grant an awesome gaming experience.

If you want an Intel build the price shoots up even more, because Intel overclock capable processors is the i5 3570K and the Motherboard costs more than the AMD one.

I live in Tamil Nadu.
I need a full PC including monitor, keyboard,etc. and do I need a cooler.

Your budget is insufficient, specially if you say you want to overclock, as overclocking requires a certain standard of Motherboard and Processor.

Also, gaming requires a good graphics card, while as editing requires a good processor, so a compromise on either front seems unacceptable.

The better solution would be to forget overclocking and get a non overclockable, but good Processor.
You can then have more money to fit your budget, even then fitting a good system in a 40000 budget is difficult.

Yeah I know that is why i asked on the site to know if anyone had a solution.
Well anyway Thanks Ill notify if i make any change in my budget or any other.
