Some ice cold water went in my corsair gs 700 watt PSU unit while it was running
And it just shuts down and trips my electricity phase
When I got my electricity fixed I turn it on
It again blew my phase
And after couple of tries later it won't start at all
So so I need to change my PSU or the entire PC

Well obviously you should have let it dry out instead of just turning it on repeatedly. Now you've damaged it. You'll have to replace it and hope you didn't cause a power surge to the rest of the machine.

Your PSU is gone. You need to buy another one to replace it.

How did you get water on it? (Sorry- could not help it to ask). This is one of a reasons I am scared of liquid coolers. Wait for it to dry is- um- may be good idea, but I would not use it after it blew fuses twice. Do you have any accidental coverage? Talk to the manufacturer, may be they will mercyly replace it for you, which is not likely.

Well I asked them
They said we won't replace or fix it because it only has a 30 days warranty
Btw it was gpu water cooler leak
I just want to know that is my system OK
I don't mind changing the PSU but I can't afford the entire pc

It probably is still ok. There is no fuses on motherboards, but it will not burn all parts- only some parts. I would test it with new GPU. Also- can you call the watercoler manufacturer if it is not your fault?
