PC recognizes all of ram but doesn't use all of it? Help?

Hello! Last week i re-installed windows 7 (64 bit) and to my surprise, My PC does not use all of my ram. I've literally tried everything (hence why i waited a week to post this) I've tried booting it with one stick in (i have a corsair 2x2 4 gb stick) and even then it only uses 1.89gb of one of the stick's 2gb, and when i have both in, it uses around 2.96gb. I have even tried basically every combination of the 4 slots that i have. I do plan on getting more ram soon, but i would like to see if i could fix this in the meantime. Thanks in advance all!

Where would i find that? I've also been looking all morning for the memory setting in my BIOS but no luck, i'm still not use to the Asus UI yet, but i'm sure i could find it somewhere.

Okay! Fixed my problem! In the BIOS, Memory was getting less than the correct amount of MHz. Set it to 1333 (my sticks' default) and now my PC is using all RAM!

How do you find out what the default needs to be? I'm having the same issue and would like to try your solution but I don't know what the Mhz should be set to.
