Stuttering with high fps

Hi guys, so my new e6600 might be overheating. Every time i try to play crysis 2 or far cry 3 my fps are good. 25-30 but over time i t just stops and then speeds up again. Im pretty sure this is stuttering. Now im monitoring system temps and as im typing this my CPU is at 40c and when underload it can go up to 60-70c. 72cm max when running prime95. Also, i noticed something. My heatsink fan is not spinning at max speed. Its not even the intel stock heatsink its some strange and slow 3rd party heatsink. Im thinking of buying a new heatsink because i read an older thread somewhere where OP replaced the heatsink and the lag went away. Should i go for it? Right now i can see my heatsink fan and its not spinning nearly as fast as my other case fan. Im a cheapskate so i was looking at this

Additional info. My GPU (9600GSO 384MB) stays at 75c max under load and 54c as im typing this. PSU is a CX430 and 2GB of ram at 667MHz

Those are both quite hot temps on both the CPU and GPU side. It's possible that BOTH your CPU and GPU are throttling.

Your PSU is fine for that; 430W is more than enough, and the CX is 80PLUS certified, so you're getting most of that 430W at almost all times, so I doubt power being an issue.

However, it's weird your fan isnt spinning at max speed. Have you tried controlling the fan with a program like Speedfan?

Go into your bios and change the cpu fan speed. 25 - 30 fps is not very high so you may see some stuttering. Change your gaming resolution or graphics this will give you better fps. far cry 3 and crysis are quite demanding games.
75c is very high, change your fan speed in the bios.
