Yes. Technically even 1600 MHz is an overclock. The highest standard for sandy is 1333. Just make sure your chipset and motherboard support overclocking to those levels (1600+).

For instance I have a 2500k, z68 chipset running my ram at 1866.

Thank you very much guys!!! That helps alot! Sooooooooooooooooo with that in mind, my Z77-D3H can support up to 2400(OC), what will be better? To add another 8gb of 1600 to make it 16gb or replace the 1600 with 8gb of 2133 memory???

You're probably not going to notice a difference with either. Are you doing anything that uses a lot of ram or needs fast ram?

If I had to choose between the two for a normal user, I'd say get another 8GB of 1600. That way you could fiddle around with a ram disk :p

Mmmmmmmm makes sense... No I just pretty much do C# programming and game high end games... I like my pc to perform as fast and good as possible taking the specs into account... I also love to bench and tweaking my pc to get the best possible scores... Not much online gaming also.. I just want to upgrade to something like G.Skill because they look cool!!! Dont like ram where I can see the actual pcb... Gaaaaaay!
