Dual Graphics Cards Question

I know this may sound stupid, but why isn't dual gpu graphics card that is more than half as good as a single graphics card as good as the single one performance wise?

Not really sure what you're asking there. If you're asking about why, for example a GTX 690 doesn't quite match up with two GTX 680s, that's because the clocks on each of the GPUs on the GTX 690 are lower than those on the GTX 680s.

Basicaly, according to hwcompare, the GTX 295, although it uses direct x 10, is more than half as good as the GTX Titan. But, it states because it is dual gpu, theroeticaly, it's spec is doubled. If that was true, that would mean the GTX 295 is better than the Titan, which it obviously isn't. I'm just wondering why this is. Since it is more than half as good, and it's spec is doubled it should be better.
