Windows7 Stuttering in games, even on the browser, constant stutter

As described, my PC is stuttering abnormaly. It started at the very time i bought it (about a year, or 2 ago), and the amount this was happening makes me rarely remember a time it didnt.
At the time i was first playing Battlefield 3. And I tried everything you will suggest in advance. Updated the drivers, deleted them then installed them again, cleaned my whole pc (dusted off), bought a new PSU, scanned my computer with every spyware, malware, antivirus software that is worth using, checked my temperatures (and they do seem ok), i just dont know what i should try next, and i do know that i could be a very little stupid thing like just stopping a process (for example).
Now for the interesting part. The lags i mostly noticed in the games (movies go just fine). So at some time playing a game was going perfectly smooth and enjoyable, but then it started the EXTREMELY laggy situation. That i improved from the extreme stuttering to less stuttering by telling the pc not to save energy but use the most of it.
So currently the thing is when i play Metro LL, honestly the game is stuttering at all the time. And i just know that it shouldnt, because when i was already checking out new GPU-s on youtube and Crysis 3 gameplay i noticed the better gpus stuttering on youtube. As you are already putting 2 and 2 together, u realize something is wrong with my pc if even on youtube its stuttering.

Please, any suggestions, ty in advance.


PC: i5 2500 3,30ghz
Nvidia GTX 570
4gb ddr3 ram
1TB HDD
 
Metro last light has a ton of issues, especially with nvidia. If it's amything like the first it can't be very good anyway so just wait till they fix it.

For the rest, check your memory/CPU/GPU usage while it's happening. An SSD isn't going to do anything for video issues and 4GB is plenty. Unless you left all 50 of those antivirus programs on there. Or have another process hog.

Easiest thing to do is take a backup image and reinstall windows to see if it stops.

as for metro, i read something like that, and i agree with what u say. i just now tweaked a few things, and still watching 1080p videos on youtube u can see the video isnt going as smooth as you would see it on television. it has these micro stutters. some longer some shorter. just unbearable

short update. i tweaked a little, disabled the wireless card, set performance to system prior to programs, and a lot more, the result is a beautiful gameplay of metro. just like it should be, and im sad to say that i think this is the first time im expiriencing this :D. but the glitches remained. not only in the game as i mentioned. so the thing is that the game is running perfect but my PC is kind of lagging, stuttering or idk how to explain.

i just formatted the whole PC. reason: trying to update bios, resulted in whole disk break. (disk error)
so, after installing the basic GPU drivers, and the main drivers for the PC, the videos on youtube continue to stutter. now it seems like my pc just cant handle being connected to a 1080p LCD?
i will try removing physx, but i assume its not going to help.
impossible to figgure this out, to think i was ready to buy a new HDD. phew!
