With that system I assume you are going to be overclocking so I would suggest a stronger PSU 550-600 area. And maybe look into getting the FX6350 newer revision better performance. A good Heatsink is the Cooler Master Hyper 212 EVO its only $30 and cools within a few degrees of the best.

Also you can pick up a Seagate 2TB HDD 7200rpm for around the same price as that 500Gb, WD Black is way overblown in my experience.

Just my thoughts.

I'm not sure what US pricing is like, but that looks good.

The one change I would make is replacing the 6100 with a 6300, as I just had a look in part picker and its only $10 more for about 20% more perf
 
I hate to admit this but I have the 6100 as well and my apu 3850 and a 10 5800 k is as fast as the 6100.
I also to hate to say this unless you go to a 6300 or 6350 I would use a intel sandy or ivy lower in I cant belive I said that lol you will get better performance for your radeon vid card with intel as of now.

To save money you could drop down from Black to Blue HDD. Also, a 7870 is a great option too. However, I'd go with XFX for PSU, it's made by Seasonic.

I don't really need to over clock at the moment, because I will be playing games like LoL and most importantly TF2 (As a competetive player) which are not too graphically intensive.

Would it be better to stick with the radeon if I'm not over clocking?

If you are referring to the ASRock H77...it's a good mobo. It's just smaller than most and can only have 16GB of RAM.
Personally I'd go quad i5 and try to get the best GPU that I can afford.

Is that what you mean about downgrading motherboard?

Go with amd build best price/performance , 1155 socket is dead.
Msi hd 7950 will last you long especially when overcloked( faster then hd7970/gtx680) ~2-3 years!

But like I said earlier, I just can not afford. That expensive of a computer.

I do not need the 1t hard drive, and I do not need the more expensive case.

I would like the build to stay UNDER $700.

This build is great and is the one I would go with. You know what you have to spend and this is a good one in your price range. All I would recommend is make sure the power supply is the cx500m for the modular psu. Build this one and be happy, its an am3+ socket so you can go to the fx8350 or whatever replaces it to upgrade in the future.
