My Rig vs 7870 vs 660 ti performance in hot weather

I am planning to upgrade My Rig and buy a new Graphic card. i have been looking few 7870 and 660ti cards. my current Rig contains :

Board: Intel DH55HC Board
Processor: Intel Core i3 540 @ 3.06GHz
RAM: 10 Gb Kingston DDR 3
Case: cooler master cm elite 340
Hard: WD 500 7200 rpm
Power Supply: 460 Watt Cooler master

the thing is that temperature is always around 50c here and AMD is not Considered good here because of the high Power is uses. which card is best and what stuff should i upgrade. i can spend $ 1200

With the $1200 you can pretty much buy the top graphics cards out there for examples, Nvidia GTX Titan, GTX 690, AMD HD Radeon 7970, HD 7990. But if you are not willing to spend all the $1200 but as you said looking for a 7870 or a 660ti then you would still need a new PSU to start off because a 460W PSU will not run a 7870 or a 660ti.

i think i will also have to upgrade my Board because there is no PCI Express 3.0 slot on it. i want to spend 1200 on upgradation + new Card . what should i do ??

You can use a PCIe 2.0x16 slot, you won't notice a difference.

Also, don't spend all your money on a GPU, you will have a CPU bottleneck. Either go for a 7870/660 max or upgrade your whole system.

If u truly have 1200 bucks to drop on a gpu then i'd go with the 7990 dual gpu but with that said i 99% sure you'll have to upgrade your psu to at least a 700w to handle it.
