Internet problems, lag spikes

So I have some internet problems recently. I have lag spikes, and slow internet from time to time. It could be slow just randomly and then work again just fine. I want to mention, that when some road works where in progress, they broke my internet cable and fixed them selfs, without calling the internet provider company.

Call your ISP and jump through their hoops (reset modem, remove any routers..etc) and ask them to preform a line test. This will show them any issues there may be in the lines. If they dont see anything, then its on your end.

How are you testing? To specific websites like YouTube? or Netflix? Those sites are beyond your ISP's control. Ask for their test site. Why I say that is because a legitimate test should be from everything unplugged at your end except one computer testing to the edge of their network, when it hits the internet all bets are off. I helped run a small ISP and colo and was privy to seeing traffic patterns 24/7. There are peaks and valleys of usage. On a friday or saturday night up till midnight the usage was spiking during the week days spikes in traffic went 7am -9am then dropped off 11:15 to noon then dropped off, 1:00 - 2:00pm then dropped, then 4:00 to 5:30 a huge spike then dropped off. This pattern was consistent unless there was a large media event such as the final four, sports illustrated swinsuit issue came out or Victoria secret stuff : )

You should :
1) Ask what is their test site?
2) Unplug all devices from the modem and plug in one computer and then run the test.
