ASRock Z77 Extreme4 Mobo Fail?

I bought a new system and installed myself. I have the current parts

MOBO-ASRock Z77 Extreme4
GPU- EVGA GTX560ti
PSU- Corsair HX750
CPU- Intel Core i5
Ram- G.Skill PC3 12800/DDR3- 1600 8GB
Case- Antec25 900 Series

This was my first installation. I CANNOT get anything from my mobo. I've tried the PSU Test and passed. I tried the out of case installation and received no response from my motherboard. No leds, no fans, nothing.

-After reading several threads i've seen many people are having the same issue with this motherboard. Is there any other way to determine that is indefinitely my motherboard?

so, you have only the motherboard on the work desk (not in the case, and nothing but the cpu and memory installed in the proper slots) - and you properly connected the power supply to it in both locations, and the monitor connected to the on board video output...

and you cannot get into BIOS?

Just to confirm when u say "the monitor connected to the on board video output" You mean where i would normally plug it in on my GPU? If thats the case then No, I cannot access the BIOS.

no - remember, you Do Not have the video card you purchased (EVGA) installed into the motherboard

the monitor should be connected to the DVI connector on the motherboard

have you read the manual as per the installation instructions for the memory and cpu? and you're 100% certain the cpu is installed properly and there's no bent pins on the connector on the motherboard? or anything that can short somewhere on the motherboard...

Ok, CPU & memory correctly installed and pins look fine. Took the GPU off MOBO. tried to run bios with monitor plugged directly into MOBO. Cannot access BIOS. I get a blank monitor. My power supply fan does not run in this current stage either. No LEDs or any sign of power to the mobo.
 
Hook up the scenario exactly as I specified below so that I can help deduce the problem. Unplug, or detach, every component. Yes, I said every component. So remove the CPU, RAM, GPU, any devices attached to the PSU, the HDD, etc.. Also make sure your PSU is unplugged from an AC outlet and the PSU switch on back is clicked off. You can leave both the PSU and motherboard mounted in the case. From there, follow these steps:

1. Attach the 24-pin motherboard power connector.
2. Attach the 8-pin CPU power connector (for later).
3. Attach the PSU to an AC outlet.
4. Click the power switch on the back of the PSU to turn it on.

After that, find the power switch on the motherboard near the bottom right corner. Click it one time. Do you see any LED display on the motherboard debug console? Please provide a simple "yes" or "no" answer.
