That game is not optimized for computers very well and is very cpu dependant. If you can get an after market cooler and overclock it to over 4.0ghz this will show a big frame rate boost in that game specifically

i have a cooler master v8 on it i did have it overclocked at 4.5 but it crash on me after a hour or two it plays skyrim on ultra setting with no problems
i have been try to play gta 4 on my computer but the frame rate is real bad at times
Usually the problem is in the game. I have gtx670 and i bought gta4 and on low settings i had 20 fps!

Also you can overclock your gpu with MSI AFTERBURNER be careful with voltage.
Well applying patches served me fine. I applied all of them and played them on a c2d and 7770 with medium setting (in 1920x1080) which gave me about 40 fps constant.
