[HELP] USB flash cannot remove write protection (already tried lots methods)

USB FLASH: Lexar Jumpdrive 16G USB 3.0 without any write protection switch. There is only one NTFS partition.
OS: Win 7 / Ubuntu
Problem: I cannot delete/format on this usb device.

Details: After normally usage, suddenly the usb flash became read only.
From the properties-permission page of the devices, it shows

-full control: 'SYSTEM', 'Administrators'
-except full control: 'Authenticated Users'
-read-only: 'Users'(My account)

I already tried following methods without success. Except my files, there is nothing suspected or hidden and it passed the virus scan using norton or avast.

Methods that already tried:
1. Changing permission: Error message says 'read-only'. I cant change the permission even under safe mode.
1.1 Changing Account: Even when I log in as administrator which should be on the full control list according to the properties page of usb flash, it still won't let me change anything or format.
1.2 Adding my account to Administrators Group: Nothing changed.

2. Low level format: stuck after the format button pressed using HDD LLF Low Level Format Tool. When I unplug-plug it, the files remained without any change. I can still open the files on this devices.
2.1 normal format under cmd: Neither normal login or safe mode could format the flash under command line. Write protected message kept showing up.

3. Regedit: The value of the 'Storage devices policies'-'write protect' has been set to '0'. (There is no such branch at first. I created it according to some web search results.)
4. diskpart: Clear the readonly attributes shows successful message. But that does not change and the read-only is still on.
5. gparted/disk under ubuntu: The read-only error always shows after the partition modify made.

Pleas help me...I tried all the methods I can find from the internet.

Have you tried using the command line to format the disk?
1. Open the command line.
2. Find the drive letter of the flash drive.
3. Type format (drive letter of the flash drive)

Yes, sorry not to mention the normal format method.
I tried it under both normal login and safe mode but neither of them could done it. Write protected message kept showing up.

Did you try it as an elevated prompt?

Yes, I did that but the result was the same. Maybe I should call the vendor to fix it.
