i have a foxconn KS188 chasis and i want to upgrade my current liteon 250 watt psu to corsair vs650 650 watt psu.will the psu fit in my chasis?

and how should the psu fan be placed?downwards or upwards?please help.

Yes - any atx form factor psu will fit. If your case has a vent above the psu location, put the fan on top. If there is no vent, put the fan on the bottom.

For this use, just about any fan will be fine. If your motherboard has two pwm connections (one for cpu fan, second for case fan), get a pwm controlled case fan that will vary speed based on temperature. If you do not have the second pwm header, get something like the coolermaster sickle flow.
