1. My first choice would be a CM Hyper 212+ Evo. It does not have LEDs, but why exactly do you need LEDs? They are cool at first, but the effect wears off, especially when you are trying to sleep next to it. Besides that, the 212+ Evo has some of the best air cooling on the market. Seriously. AND, to top it all off, it's like $30. You really can't beat that.

2. My second choice would be the Xigmatek Dark Knight. This is like the 212+ Evo, but it's...

2. My second choice would be the Xigmatek Dark Knight. This is like the 212+ Evo, but it's a little bit bigger, and a little bit better, and a little bit more expensive. It does actually have LEDs, and it also features a "Dark Knight" thermal cooling coating which dissipates heat more quickly and looks cooler.

3. My third choice would be the Noctua NH-D14 which is a massive tank of a cooler, but extremely good at cooling. It's been on the market for a while, and has a good share of usage because it's so effective. I would definitely look at your case before buying this to make sure that it fit.

Also, I wouldn't suggest a Toy'r'Us water cooling loop. Anything that a closed loop system can do, an air cooling unit can do almost just as well for half the price. The only real reason to water cool is if you want to set up your own custom loop.
