Using personal router to boost community wifi and connect all devices

I live in an apartment complex that provides wifi for us. It generally works well but can be a little slow at times. My biggest complaint is that my iPhone 4s and iPad have trouble with the service. 1 Example: I can't download podcasts over wifi (note: I can easily download podasts to my iTunes on my iMac over the same wifi).

Also my devices have trouble syncing with each other over the wifi. I have an appleTV also but have not set it up yet. I am worried it won't stream from my computer.

I have a Belkin-N Router. How can I use this to create a private network between all my devices and maybe even use it to boost/improve the community wifi?

Thank you for your help. I'm sure there are articles about this either elsewhere in the forums or online... any direction to them would be greatly appreciated.

You would theroetically be able to (depending on the routers' capability) make it a repeater, but its unlikely because it would involve needing to set up the MAC addresses of the apartments router on your, and vice versa. Doubt they would go for that
