Can't access login screen after changing displays

I have win7 installed on an old system. Everything was working until I swapped out monitors, I went from an old dell to a view panel and now after the "Starting Windows" splash screen comes up the entire screen is black and I get "Out of Range". I also can't access the monitors menu for some reason.

The computer does boot in safe mode and the display is actually working and I can log in and everything, I tried changing the res to the monitors native res. but after loading back normal windows I got the problem again. If I plug in a new monitor the login screen and everything else will show up so it seems like its a problem with the monitor/drivers. What can I do to fix this? (I have a GT 220 video card)
 
Let me know how it goes, but the option I am looking for was on the same menu you select safe mode from.
