In your video I did not see any standoffs holding the mb from shorting out to the computer case.

yeah i got those in .I take every single screw seriously ..I just tryed anther cpu ,it booted then turned off.Do you think its my PSU or My CPU?

If it posted for a second with another CPU. Then the CPU you have may be bad. Right now I look for dead short..or try the mb outside the case and see if it stays on.
