Read my previous comment. The extra 100W is to cover their arses. Its just a safety margin considering how many bad PSUs are out there. Your is good.

well I don't own two but im looking at future longativity and such. I noticed though on the webpage for a 7990 it said minimum of 850watt power supple. say I wanted just one think a 750watt would still do it for atleast 3yrs even though new egg says minimum 850watt

I'm going with no. The 7990s TDP is 375W. Two of them in CF would need 750W just for them. Not counting CPU and rest of system. Adding in your CPU will probably get you 900W, and the rest of the system will put you under 1kW. You'll want AT LEAST a 1kW machine, probably more like 1.2kW.
 


That is a safety margin, they take into consideration crappier PSUs that do not deliver rated wattage.
