Hello!I am builing a single 1920x1080 monitor gaming rig.I am thinking Titan or 690.I want it to be overkill so dont judge.I am open to other advices
 
Those are very expensive. Get a GTX 670 or HD 7970 or even HD 7970 GHz. New cards will be out soon so if you want to wait, now is a good time. But you can buy any of those three that I suggested and with the rest of the money that you saved from not buying the GTX Titan or GTX 690, you can buy a replacement in a few years. But if you buy a GTX Titan or GTX 690, you'll have to spend more money to either SLI or replace it.

But out of the two that you mentioned, I would go with the GTX 690 if you do not plan to do SLI GTX Titan. SLI GTX Titan is more powerful than both a single GTX 690 and SLI GTX 690.

The 700 Series cards are coming out very soon evident from this video form LinusTechTips - http://www.youtube.com/watch?v=F_saemeuxnM. For gaming I would go for the GTX 690 just because the Titan works better with Adobe programs and editing software (can also play games well) and the GTX 690 is purely designed for hardcore gaming.

Yep. According to techpowerup review, the Gigabyte 780 is not only 350USD cheaper than Titan, but it is also a little bit faster:

Agreed. If you have no idea and are just getting the best of the best instead of what you need, then you don't know what you need. And in the same case scenario, if you also don't care to have a budget or you just want the best, go for it. Otherwise, I suggest that you buy one sufficient for your needs instead of your wants.
