How to eraze a partition on an external harddrive using windows 7 pc

I partitioned my 80gb hard drive when i used to use it internally (in my old toshiba laptop) with windows xp. The machine died as result of a fault on the printed circuit board. I afterwards thought of connecting the 80gb partitioned hard drive externally to my new windows 7 machine, since it was healthy. Each connection via the usb port gets the machine "frozen" for long hours. Subsequently, windows will show a pop up recommending the formatting of the hard drive. Though, the information on it was equally important, I was compelled to agree with the pop up after several tries. Then again, after it has taking long hours, all in the name of formatting the hard drive, there will be another pop up saying "windows was unable to format the drive". Now to the gurus on the block, is there anyway I can retrieve my data from the partitioned hard drive or, better still, erase the partition (format the drive) and get my empty hard drive back?
