Best way to cool HDDs

I have 2 HDDs and Im going to be cooling for the first time.

My question was, which type of HDD cooler is better? I keep my HDDs in the 5.25 bay area, and I wanted to know if the bottom mounted ones better at cooling than the front mounted fans that you slot into the 5.25 bays?

I figure one of the pros to getting the bottom mounted fan is it blow air directly onto the PCB of the hard drives. However, in the case of bottom mounted coolers, you usually have the hard drives in their regular 3.5 cage. Or in my case, behind the 5.25 bay cover. So even if the cooler blow right onto the hard drives PCB, isnt it negated?

Then I figure the pros of the front mounted 5.25 bay cooler, is they can directly pull in cool air from outside of the case. However, i wonder how much cooling can those tiny 40mm fans do, even if theres two of them. And are they any multi bay 5.25 coolers that use bigger fans? I cant really seem to find any that are affordable. Im trying to keep a 15 to 20 dollar budget

So whats your suggestion?

Any decent case will be designed to have airflow over the HDD's, your fine on HDD cooling. AFAIK Hard Drives were designed to run without any cooling at all.

Mose cases now a days have 120mm fans pulling air in from the front of the case. This is the most efficient way of cooling the drives. If you simply pointed a fan (from below the drive straight up to the PCB) you would be hindering flow in you case and the efficiency of the fan since the air would be hitting the drive head on and diverting at a 90* angle.
 
The best way is have the drives in there 3 inch bay with a empty drive space between them. Then use a standard front case fan 120mm. To blow air over them. Newer hard drives don't get that hot if you have air space around the drives. Most hard drives cook because new users will place them metal back to metal back without an air space. The small 40mm fans going to be loud. With a good 120mm fan and fuse have the fan set at low rpm that still move air but not sound like the case is taking off.

First, what do you consider optimal temps and danger temps for an HDD?

Second, I think Im going to go with 120mm option in the front of a few 5.25 bays. I dont have my 3.5 cage anymore because of the system I put together. My extended motherboard wouldnt allow for the removable hard drive cage to remain in place.

I just need to find some mesh or good vented 5.25 bay covers to sit ahead of the 120mm fan

Im around 40/41 C. But thats mainly cus the central air isnt on right now. Trying to save money until its super hot in the house. When its cooler inside, Im around 35C

And does anyone know where to get 5.25 mesh or vented covers?
